But it wasn’t always that way. As this Common Dreams article notes (where the author basically categories cluster bombs as land mines, which in fact is what they become when they land without exploding):

But since there is very little likelihood that anyone in this country will ever be victimized by this (with Great White Father Dubya "fighting the terrorists over there so we don't have to fight them here")...

go check out alliant techsystems (ATK), the manufacturer of many of these horrific weapons... ATK is a spinoff from honeywell back some years ago and was in the spotlight for having its antipersonnel weapons used by israel in the israeli-lebanon conflict back in the 80's... it shouldn't only be the u.s. government that gets tarred in this deal, the companies that make and sell these ghastly devices shouldn't be allowed to flourish...
